Union Public Service Commission (UPSC), Dholpur House, New Delhi has published its revised Annual  Calendar for 2022 for Govt Job Recruitment Examinations. The earlier published UPSC annual calendar 2022 has been revised due to the Coronavirus pandemic spread in the country and subsequent Lockdown imposed in the country.

Due to countrywide lockdown, UPSC could not publish its regular recruitment announcements and also could not conduct its scheduled regular recruitment examinations in the year 2021 for various services. Union Public Service Commission is the main authority to conduct the examination for various posts in various departments of Indian government.

These recruitment tests and examinations now will be conducted by the UPSC with the new dates in the year 2022 for various Govt Job vacancies in different Ministries/Departments of Government of India and in the Union Territories (UT).

What are PSUs ?

Public Sector Undertakings (PSUs) are the organizations that are completely or partially owned (51% or more share) by the Government of India or by any State Government or Governments, or partly by the Central Government and partly by one or more State Governments, and includes a company which is a subsidiary company of such a Government company. (defined under Section 2 (45) of the Companies Act, 2013)

Public Sector Undertakings (PSUs) can be classified as Public Sector Enterprises (PSEs), Central Public Sector Enterprises (CPSEs) and Public Sector Banks (PSBs). These companies are administered by the Ministry of Heavy Industries and Public Enterprises.

Public Sector undertakings refer to commercial ventures of the Government where user fees are charged for services rendered. The tariff/fees may be market based or subsidized. They are usually fully owned and managed by the Government such as Railways, Posts, Defence Undertakings, Banks etc.

Public sector enterprises on the other hand refer to those companies registered under the Companies Act, 1951,which are predominantly owned by Government and which are managed by a Government appointed Chairman and Managing Director. Government nominees represent the interests of the Government on the board of Public sector enterprises.

Public sector companies usually compete with private sector enterprises in the domestic as well as international market.

There are around 300 PSUs in India that are categorized as MaharatnaNavratnaMiniratna-I, and Miniratna-II based on their financial autonomy. (Financial autonomy of local government is the “freedom to impose local taxation, generate revenue within its assigned sources, allocate its financial and material resources, determine and authorize its annual budget without external interference) Financial autonomy was initially awarded to nine PSUs as Navratna status in 1997.

Originally, the term Navratna meant a talisman composed of nine precious gems. Later, this term was adopted in the courts of Gupta emperor Vikramaditya and Mughal emperor Akbar, as the collective name for nine extraordinary courtiers at their respective courts.

The government grants the status of Navratna, Miniratna and Maharatna to Central Public Sector Enterprises (CPSEs) based upon the profit or competitive advantage made by these CPSEs.

The criteria for giving Maharatna Status:

  • The company already holds Navratna status.
  • It is listed on the Indian stock exchange fulfilling the minimum prescribed public shareholding according to the SEBI regulations.
  • The Average annual turnover of company during the last 3 years is more than Rs. 25,000 crore.
  • The Average annual net worth during the last 3 years is more than Rs. 15,000 crore.
  • The Average annual net profit after tax during the last 3 years is more than Rs. 5,000 crore. The company should have a significant global presence or international operations.

  • The company must have ‘Miniratna Category – I‘ status along with a Schedule ‘A’ listing (with 4 independent directors on its board)
  • It should have at least 3 ‘Excellent’ or ‘Very Good’ Memorandum of Understanding (MoU) during the last five years.
  • Along with the above, it should also have a composite score of 60 or above out of possible 100 marks in the 6 selected performance parameters:-
  • Net Profit to Net Worth (Maximum: 25)
  • Manpower cost to cost of production or services (Maximum: 15)
  • Gross margin as capital employed (Maximum: 15)
  • Gross profit as Turnover (Maximum: 15)
  • Earnings per Share (Maximum: 10)
  • Inter-Sectoral comparison based on Net profit to net worth (Maximum: 20)

The Criteria for giving Miniratna Status:

Those CPSEs that have shown profits in the last continuous three years and have positive net worth, can be considered eligible for grant of Miniratna status. Presently, there are 75 Miniratnas in total. Generally, questions are not asked of these companies owing to their sheer number. But noteworthy is their categorisation. The Miniratnas are divided in two categories – I and II.

  • Category I: These have made profits for the last three years continuously or earned a net profit of Rs. 30 crores or more in one of these three years. There are 60 such companies.
  • Category II : These companies have made profits continuously for the last three years and must have a positive net worth. There are 15 such companies in this category.

The Indian government or the state government segregates the public employees into various group rankings and further, these groups are divided into various levels. This classification is directly related to the rank, status and the degree of the level of responsibility attached to the posts :-

1) Group – A Employees (Gazetted): Levels 15 – 20

2) Group – B Employees (Gazetted/Non gazetted) : Levels 6 – 9 (non-gazetted), Levels 10 – 14 (gazetted)

Group A Employees (Gazetted) : People who get appointed into this group are officials and are employed at various managerial positions across governments which are one of the highest available jobs. Group – B (Gazetted Officers) Employees : The authority of a Group – B gazetted officer is similar to that of a Group A officer. In order to start one’s career as a Group – B gazetted officer, one has to clear an exam of UPSC but most of these seats are filled through promotions. The officers in this group are appointed by the Department Heads of any government organization. For instance: JCO (Junior Commissioned Officer) across The India Armed Forces and SCS (State Civil Services) to name a couple of positions under the Group – B.

The basic pay scale of the officers selected under the Group – B can range between Rs 15,600 to Rs 39,100 or more depending upon the administration. The starting take-home salary of Group – B Gazetted employees is Rs 56,100 to Rs 78,800.

Group – B (Non-Gazetted) Employees : The basic difference between the gazetted and non-gazetted employees of the government is that the former can authorize the issuance of official government stamps whereas, the latter cannot. The Gazetted officers have a more administrative role. Employees working in Public Sector Undertakings (PSU) and National Banks fall under the category along with office supervisors, state inspectors, office executives, state police officers etc.

The basic pay scale ranges between Rs 9,300 to Rs 34,800 or more depending upon the pay band of the administration. The starting take-home income ranges between Rs 34,500 to Rs 53,100.

Group – C & D EmployeesThese are the public servants who are posted in various non-supervisory roles. However, candidates working at these positions, just like most of the other positions in the government sector can be promoted to higher levels. Individuals working at these positions do not hold any critical administrative positions. These candidates are usually selected via the SSC (Staff Selection Commission) entrance examinations. Most of the government staff fall in this category. For instance: Section Heads , Clerks, Multi Tasking Staff, Stenographers, Assistants, Typist, Telephone Operators, Primary Teachers, Havildar, Constables, Assistant Sub-Inspector,  Technician, Mechanic, Attendants, Lineman, Drivers, Electricians, Supervisors, Cashiers, Store Keeper, Chemist, Sanitary Inspector and individuals holding similar positions in the Armed etc. are some of the prominent government jobs in the group.

Group D is the bottom of the government job employees in India. Previously in the 6th pay commission pay scales, these groups of employees were in the pay band of ₹5200-20200 grade pay ₹1800. Driver, Peon, Cleaner, Mali, Guard, Barber, Cook, etc. are some of the Group-D or Class 4 government jobs in India.

The 7th pay Commission merged the Group – C and D so that they can come in the same pay band. Apart from that, the jobs are still as they were and there is still a significant difference between the basic pay of a Group D employee and a Group C employee. The starting take-home salary of a Group – C employee ranges between Rs 18,000  to Rs 29,200.

HAG : The higher official grades are ‘Higher Administrative Grade’. Pay Matrix Level 15 to 18 are the HAG Scale with starting basic salary above Rs. 182200 in 7th Pay Commission recommended for Band Pay Rs. 67000-79000, 75500-80000, 80000 and 90000 As there is no Grade pay for HAG Scale in Sixth Pay Commission HAG Scale Pay Band 67000-79000.

All government officers in Group-A recruited by Public Service Commissions in India start their career in the pay level of 10 and then get promoted to the various levels up to HAG levels if promoted. For Scientists and Faculty vacancy posts, recruitment also takes place for the pay level from 10-13.
